    Production refers to plants (including heat pumps and electric boilers) designed to produce heat only and who sell heat to a third party (e.g. residential, commercial or industrial consumers) under the provisions of a contract. Main activity producers generate heat for sale to third parties, as their primary activity. They may be privately or publicly owned.
