The GMI is divided into three overarching categories: expenditure, personnel, and heavy weapons. The expenditure category is the most heavily weighted, and it is comprised of military expenditures as a percentage of GDP and military expenditures in relation to health spending. The personnel category is comprised of military and paramilitary personnel in relation to population and military and paramilitary personnel in relation to the number of physicians. Finally, the weapons category captures the number of heavy weapons in relation to population.
