Equal opportunity, developing and transition countries

To what extent does equality of opportunity exist? This specifically looks at criteria including the female labor workforce, ratio of male to female enrollment, literacy rate, etc. A one means that equality of opportunity is not achieved in the state and is not enshrined in their society. A ten means that all groups have access to the same opportunities and the state works to facilitate the equality of opportunities.
