The index ranges from 0 to 10, with higher scores indicating that collateral and bankruptcy laws are better designed to expand access to credit. The scale of score-giving was changed in 2014 to a “0-12 scale,” with two scores being given to each country in 2014 to reflect both the old and the new scale.
