A procedure is any interaction of the company’s employees or managers, or any party acting on behalf of the company, with external parties, including government agencies, notaries, the land registry, the cadastre, utility companies and public inspectors or the hiring of private inspectors and technical experts apart from in-house architects and engineers. All procedures that are legally required, or that are done in practice by most companies, to build a warehouse are counted.
