This data set is the average of the following criteria: stateness, political participation, rule of law, stability of democratic institutions, and political and social integration. For all of these categories, a one represents a complete lack of the criteria while a ten represents an abundance of the specific criteria. Ex. A one for stateness would mean that there is a complete lack of state power structures while a ten means there are well-established state power structures.
