This question does not take into consideration restrictions based on age, residence, having been convicted for crime, or being legally incompetent. It covers legal de jure restrictions, not restrictions that may be operative in practice de facto. The adult population as defined by statute is defined by citizens in the case of independent countries or the people living in the territorial entity in the case of colonies.
